How does the Aviarc Aviation Safety Management Program work?
Let’s start by talking about the imminent arrival of CASR Part 119 and Part 135 requirements for smaller aircraft operators.
As I am certain you will be aware, in December 2021, all air transport operators in Australia will be required to transition across to the new CASR suite of regulations, including Parts 119, 121, 133, 135, 137 and 138, amongst others. The due date for the transition has been extended from the original March 2021, allowing operators more time, in response to current world circumstances.

To summarise very briefly, small aircraft operators will be required to provide the following additional, airline style management systems, scaled according to the size of their business;
A Check and Training system
A Safety Management System (SMS)
A qualified Safety Manager
A Non-Technical Skills (NTS), and Human Factors Training program
Whilst this will not only offer enhanced safety outcomes, it will also have some beneficial effects in terms of the ability for smaller operators to provide a broader range of services, including scheduled (RPT style) flight operations.
However, it brings with it a new and challenging set of requirements in terms of management, compliance, and accountability for CEO’s and HOFO’s;
To employ a full time Safety Manager with both the experience and qualifications required to satisfy the regulator, manage the system in order to provide maximum value, and ‘watch your back’ in terms of accountability for safety issues, will be costly and perhaps exclude some operators from the business altogether
To engage a new software system that allows for the management of your SMS to a satisfactory standard, will again, be expensive and for some, prohibitive
